The Tempus TLQAA "Towards the Lebanese Quality Assurance Agency" was a two-year structural reform project completed in 2013. It brought together a consortium of twenty partner institutions, including eight European partners, with a shared goal of strengthening high education quality assurance in Lebanon.

The project successfully developed a national quality assurance framework, along with a comprehensive set of standards, procedures, and tools created through broad consultation and consensus among key stakeholders, and through respect of international standards.

As part of its implementation, TLQAA conducted a pilot external evaluation of five Lebanese universities. Independent review committees assessed institutional self-evaluation reports, carried out site visits, and issued confidential final evaluation reports.

Beyond technical achievements, TLQAA generated valuable experience in areas such as quality culture, moderation, constructive dialogue, trust-building, and consensus development.
